   As a result of the Federal Telecommunications Act of 1996, consumers have more options now when choosing a local or long-distance telephone service provider.
   Since then, several phone companies have made themselves available for residents and small businesses.
   Today, AT&T isn't the only home phone provider for residents. Some companies have branched out to include cable and Internet services at varying rates.
