Ortiz was elected to the U.S. House of Representatives in 1982, and his district runs from Corpus Christi in the north to the Brownsville-Harlingen area in the south. The district includes parts of Nueces and Kleberg counties, as well as all of Cameron, Kenedy and Willacy counties.
