Dr. Hector: 1914-1996

Whether Garcia was fighting to help residents of the economically distressed colonias in the Rio Grande Valley, to prevent the Corpus Christi Army Depot from closing or for equitable representation on city boards and committees, he always did his homework and knew whom to contact and what to say.
