Energy leader: Industry should help Third World countries

   HOUSTON - The energy industry must do more to help Third World countries gain access to commercial fuels and to combat environmental problems such as global warming, the chairman of the World Energy Council said Thursday.
   At closing ceremonies of the council's 17th congress, John Baker also urged industry leaders to give greater attention to financial troubles in Asia and Russia to avoid the ``risk of events spiraling downward out of control.''
   Oil, gas and electric companies must seek to sustain business in financially troubled countries, Baker said, ``rather than running off and slamming the door.''
   Baker's comments came as the council concluded a five-day conference focused on examining strategies to carry the industry into the 21st century. About 5,000 energy leaders and company executives from around the world attended the forum.
   The World Energy Council, based in London, is an international policy forum that researches all forms of energy, from oil and gas and hydro power to renewables such as solar power and wind.
   Composed of representatives from 100 countries, the council holds congresses every three years. The next meeting is set for 2001 in Buenos Aires, Argentina.
