Texas ranks No. 2 in rise of personal income growth

   WASHINGTON - Texas had the second-best rise in personal income growth last year, according to estimates issued Monday by the Commerce Department.
   Per capita personal income grew in all states last year, except for North Dakota, which is suffering from a slump in farm earnings.
   Connecticut had the best improvement at 6.3 percent, followed by Texas (6.1), then Washington and Kentucky (5.8 each).
   Texas still lags below the national personal income average of $25,298 - with a per capita average of $23,647 last year. The state ranks 28th nationally in per capita personal income.
   Judge won't dismiss most of case against Microsoft
   WASHINGTON - A federal judge denied most of Microsoft Corp.'s request to throw out the government's antitrust case on Monday, but he dismissed one key complaint made by 20 states as inconsistent with antitrust law.
   U.S. District Judge Thomas Penfield Jackson also agreed to delay the trial until Oct. 15.
   Jackson agreed to throw out the charge by the states that Microsoft ``used its monopoly power in the market for operating system software to foreclose competition in the separate market for Internet browsers.''
   But a similar complaint made separately by the Justice Department - that Microsoft ``has attempted to monopolize the market for Internet browsers'' - was allowed to remain as part of the case.
