Architect Bert Rucker, designer of the Queen's train, chose for the background the decorative blue on the ceiling of the chapels of Sainte Chapelle, Paris. Her gown of royal purple velvet gleamed with gemstones in elaborate settings. Its diamond-shaped border was repeated in the collar. The centerpiece of the train was a large Maltese cross set with colored jewels of white diamonds, blue sapphires, green emeralds and red rubies. Alicia Hamauei and her assistant, Georgette Afram, executed the design.
The designs for "The Court of Resplendent Colors" were created by 19 artists/designers - interior designers, dress designers, graphic designers, watercolorists, art professors, a former creative director and stage designer, an architect, a fashion illustrator, a potter, a gemologist - all residents of Corpus Christi. From their colored renderings, the designs were interpreted in fabric in the workrooms of the eight official dressmakers for the 1999 court: Monica Castillo, Alicia Hamauei, Gloria Bechara, Lucy Salinas, Liza Soto, Samia Bechara, Georgette Afram and Miros Garcia.
