Proposed law shortens puppy mills' leash

Farm-bill amendment calls for revoking license of a breeder with multiple offenses
WASHINGTON - Are you certain that puppy in the pet store window is purebred, and do you know how and where it started its life?
"Who wants to have puppies in the home that are not socialized or that have diseases or that are not in the best position to be good pets for our families across America?" says Sen. Rick Santorum, R-Pa.
A Senate majority agreed with Santorum in February and added a farm-bill amendment that would step up U.S. Department of Agriculture regulation of U.S. puppy mills.
Among its provisions:
Revoke licenses of dog breeders found violating animal welfare laws more than three times in eight years.
Mandate that puppies be socialized with people and other dogs before they are put up for sale.
